I was offered a council flat 2 years ago which i accepted, it used to be a wardens flat and it is attached to a warden assisted home but since they done away with the wardens this flat was converted to be let.
When i walk in my front door there is a door to the side that leads to a small garden which is all dirt and stones and then up one flight is my flat where i have a large balcony 20 foot by 6 foot. I have a 6 month old labrador that my son takes out every morning and night to the local park where she does her business which is picked up and put in the dog bin but during the day or middle of the night she uses the balcony to do a wee and every mid-day and every night i wash the bacony down with 3 buckets of water with disinfectant in, i cannot afford to get the garden paved and am worried about my dog eating stones and chocking. Yesterday i had the council knock on my door and said that i have got to stop washing the balcony down as i am contaminating the water that they collect for the people in the warden flats to water their plants also said i can only use i bucked of plain water, they said my drain pipe leads to a special box they have put there to collect rain water. A friend told me that its meant to be collected from guttering and roofs so when i looked the pipe is joined to my guttering which leads to the hole where my bucket water was going. I have granchildred that play on the balcony and they take sweets ice cream and sometimes they eat there dinner out there so there is always something to wash away, surely i should have my own drain to was my balcony down. I want to get in touch with someone about this but have no idea who i should contact, i don't want to contact the council i would like to get advice before i do so if anyone has any idea who i can get answers from on what to do please let me know, thankyou very much.
