After the Second World War, this subject recovered new shines due to the development of more elaborated mechanisms with definied theoretical frameworks that permitted to grant a better use of the financial and technical resources. The vision purely assistance was left aside to pave the way for the development of compromises and multilateral and regional policies, which rule the policies for development.?
