Is there a free way to find out who owns a road?

Just to let you know first my location is England.

I'm a little confused about who owns the road running down the side of our row of terrace houses. Double yellow lines were recently painted down that side (although not at the other end of the terrace), where many of us used to park as there isn't much space available along the main road. It had seemed alright because its a wide road up the side of terrace and I also heard from a local person before the lines were painted that it wasn't Council owned land.

There was a new housing development(not council owned) built behind our row of houses, with brick paving running throughout the area, this paving was also laid all along the road leading down past our terrace (which seems a little odd stopping at the tarmac of the main road). We know that a man who lives in one of the new builds told one of our neighbours that they shouldn't be parking at the side of the terrace.

The double yellow lines that were painted on the brick paving running down from the new builds were also a bit strange, there are two lanes running behind the back of our terrace in line with our houses, but these yellow lines have been drawn past them meaning that if you want to drive down those lanes behind our houses you have to drive over the double yellow lines....I can't remember having to do that anywhere else, is that right?

Anyway, I know it seems like a boring question, but I was wondering if there was any way to find out if the Council do actually own that land as parkings been a nightmare since those lines were laid. I've had a look at the Land Registry website and they charge to ask questions about land ownership.
