replacing decorative glass gravel,with granite tiles?

could anyone help,i am thinking of replacing the decorative glass gravel on a family members grave,with granite tiles,just as the gravel gets so messy,it would stay looking neater,the drainage problem is worrying me a bit,there is a full "kerb set" round the grave,obviously the kerb round the grave are on a solid concrete foundation,leaving the centre main part with paving slabs under the gravel,the slabs are 2ft wide (grave measures kerb to kerb 35ins,)there is a border of about 3 to 4 ins beetween the slabs and concrete base which supports the kerbs, of just soil,which is obviously the drainage at the moment,with no probs,what i want to know is,if we put the granite tiles as a base,and leave say a half inch gap right round,also dont grout them,would this be sufficiant for the water to drain away,i have seen another grave like this,with two holes drilled into the tiles so far down,and they seem to have no probs,its just i thought is any paviers or gardeners,might have any ideas on this,thanks in advance for any help
i do already know,about permission,from the council,i have already gone into this,however they wont help me with this drainage question,as they are council officials,not gardeners
