What to plant in front garden?

Paving driveway - pave your drive or parking lot with blocks or gravel.

I have three rose bushes which have reached the end of their time. I want to plant something else in their place, preferably something which isn't too tall, evergreen and maybe flowers and has a nice shape. My front garden gets the morning sun and when the roses are eventually removed, there will be a space of about 2 metres by half a metre - the area around it is paved. It is directly outside my front window so I don't want anything too tall to block out the sun. I don't mind a little maintenance, but would prefer something which doesn't need constant attention. The roses might be coming out in late November, so would it be best to leave the bed empty until spring, or can something be planted straight away?

Thanks.
Retired Farmer: I prune them back every year. The last couple of years the blooms haven't been so good and they get eaten by caterpillars. One of the three has some sort of disease in the leaves. They haven't looked good for a while now despite feeding, watering and spraying.
Chetenath: I realise that, but which plants?
